Suitable punishment for cheaters - suggestions

For some reason there's a small but annoying group of people who cheats by using engine help. Lichess is very good at detecting this, but a banned user can easily respawn into a new account. What is the best way of punishing these cheaters?

They are trolling us, so I suggest trolling them back; implement some code that gives them extra annoying lag issues so that they will really struggle to finish a game without losing on time. Shouldn't be too hard to program methinks, and super annoying for the scoundrels. And after a bit of this treatment, THEN ban them for cheating. What do you think?
Do it. This will be fun to watch if you know who the cheater is.
If the cheating is sure:
1) put a cookie in their web browser (if he tries to create other accounts)
2) when the cheater wants to play, he will play against generated bots that are the last chess engines: he will lose with his program.
3) he will leave the platform by himself, don't ban them
PS: the cheater is isolated of the others players. They could be grouped between cheaters and play against each other or against a bot.

Maybe then accepting, ignoring and changing some rules could be a compromise to make everyone happy.

Maybe a seperate section for assisted users could be the answer.
Selectable in a preference section saying their intentions to use assistance.

When they want to play in a tournament everyone is warned that they might be using assistance. Depending on the opponents settings, maybe it could be accepted to play a match, but the game would not be rated. A seperate standings list for the assisted players.
