This guy used filthy language against me, and then closed his account, Can he/she be given IP ban

There this guy who was playing unbelievable in a tournament that I suspected he might be cheating, and so I reported him after confronting him (which he obviously denied), and moderators later got him banned. Later when I again confronted him again (on why was he lying), he replied in a filthy language. What action should I take against him to teach him a lesson.
