But then lost a lot. I also won vs a 2300 but kept losing.

Are you on a losing streak? Take a rest if you are, then play again with a clear mind. Also get more sleep if you don't get enough.

it happens .. i get up to about 2180 and fall way back down.. rinse and repeat.. its nice when the 2200's and plus are having an off day but that doesn't mean much to me.. trying to find more consistency in my play but every day's different some days you cant lose and others you cant win

And? The rating of course doesn’t mean that it is prohibited to win with someone with better rating or lose with someone with with worse rating, fluctuation +- 100 is quite normal I think.
